Full text of the Istanbul Action Plan Istanbul Action Plan was endorsed by Armenia, Azerbaijan, Georgia, the Russian Federation, Tajikistan and Ukraine at the 5th Annual Meeting of the Anticorruption Network for Transition Economies on 10 September 2020 in Istanbul. The Kyrgyz Republic has joined this Initiative in November 2003.
