The Istanbul Action Plan is the anti-corruption initiative for Armenia, Azerbaijan, Georgia, the Russian Federation, Tajikistan and Ukraine. It was endorsed at the 5th Annual Meeting of the Anti-Corruption Network for Transition Economies (ACN) in Istanbul, Turkey in September 2003. The Kyrgyz Republic has joined this Initiative in November 2003. The implementation of the Initiative is supported by the Secretariat of the ACN. The Island of Integrity project - funded by the Open Society Institute - was initiated by the Center for Business Ethics and Corporate Governance (“CBE”) with the primary goal of creating a foundation for rules of competition, which favour ethical business conduct in the St. Petersburg construction industry. This initiative was inspired by the Declaration of Integrity in Business Conduct (“Declaration”)—in 1998, Sovereign Ventures, Inc. led a group of St. Petersburg businesses to create and sign the Declaration, under which companies pledge to refrain from bribery and implement corporate codes of ethics.
